Elena Lokounia, Head of School

A native of Russia who finished her studies there with a university degree in education, Elena Lokounia taught for five years in her native country. She got married and moved to France with her husband, where she lived for two years before moving to United States in 2000.

She continued her career in education – serving as a Russian  teacher – at Robert Goddard French Immersion School in Lanham, MD. There she worked with Principal Kona-Facia Nepay, the foundress and chair of the board for Baltimore International Academy (BIA). “I am a product of language immersion education, and I have taught in a language immersion school,” she said.

Madame Lokounia began working at BIA in 2007. In addition to assembling and supervising the staff and working with the BIA Board and Baltimore City Public School oversight, Madame Lokounia is helping to guide BIA through the International Baccalaureate (IB) application process.

Jeanne CobbJeanne E. Cobb, Primary Years Program Coordinator

Born in Berlin to American and German parents, she came to the U.S. at age 9 and graduated from high school in California. Spent 10 years as an active duty soldier in the U.S. Army and left to teach middle school Language Arts in Baltimore City Public Schools.  Ms. Cobb left BCPS to work in Training and Staff Development at Housing Authority in Baltimore City. Following that, she Left HABC to work with the No Child Left Behind Program and provided tutoring services to students in Title I schools. Over  22 years in the Training and Education fields; managing training and education programs and teaching.  She is married with one daughter, who is also married, and a 10 year old granddaughter.

Ms. Cobb holds a Bachelors Degree from the University of Maryland (1988), a Masters Degree from Central Michigan University (1992) and was awarded a Bronze Star (1992).
